Villa, duplication of functions.


Protected Natural Area of \u200b\u200bSpecial Regulatory Area Buffer Zone


Protected Natural Area (PNA) "Reservoirs of Villa" has an area of \u200b\u200b263.27 hectares, is categorized by the state as a wildlife refuge (DS N ยบ 055-2006-AG), the same natural area has another category: Natural Area Preservation Hall (ANCM) (Ordinance 184 -MML, 1044-MML).



ANP considers a buffer zone (ZA), while the ANCM covers an area of \u200b\u200bspecial regulation (ZRE).


The ANP is administered by the state through SERNANP ( http://www.sernanp.gob.pe/ ), while the ANPM is under the tutelage of PROHVILLA (http://www . prohvilla.munlima.gob.pe / )




Ordinance 184, 4 September 1998. The ZRE covers 2.572 hectares, is bounded by: Plain Low villa, within the boundaries of the metropolitan coast and solar hill, mountain switchbacks and Lomo de Corvina, areas of influence of the groove channel and groundwater flows villa oval and the gorge of St. John the Rimac River aquifer.

Villa swamps obviously have a dual administration, duplication of functions which results in costs to the Peruvian state.


The MML claims that the land is owned by Serpa, so the PA must be administered by the municipal authority.


Under the Law on Protected Natural Areas Law No. 26834


Article 4 .- ... The administration of the Protected Natural Area will promote the signing of agreements with rights holders in the areas, to ensure that the exercise of their rights is compatible with the objectives of the area.


This article clearly shows that the supervisory body of the ANPs the state, and that the owners of the land within the PNA must adhere to the guidelines of SERNANP.
